For a few moments, drop all your preconceived notions about extraterrestrials, UFOs, government cover-ups and Native American philosophies. You are about to enter the Twilight Zone that encompasses the serious work of Richard Boylan, Ph.D. A gentle man of serious intent, Dr. Boylan spoke at the recent Star Family Gathering in March, 1997 in San Diego. His words vigorously call attention to what he sees as sinister forces that are preventing knowledge about UFOs from reaching the mainstream public. He is convinced that there are "shadow agencies and operatives" who should make open public admissions of their clandestine activities, or face justice through the court system. Interviewed on the national television shows "Sightings" and "Paranormal Borderline," Dr. Boylan has counseled hundreds of people who believe they have experienced extraterrestrial encounters. As a result of these sessions, he has published a multitude of papers on the topic and presented at several major conferences in the last few years. He has also taught social work and psychology on three California university and college campuses. Dr. Richard Boylan is a brave man. He blames the loss of his license to practice psychology in the State of California on his controversial investigations into the government's "Black Budget" research into extraterrestrial technologies, which has influenced the licensing authorities. After researching UFO books and materials, in 1992 Dr. Boylan undertook a major trip throughout the Southwest, visiting in person the locations of a dozen or so purported secret sites that he believes serve as research centers where "exotic space weapons and U.S.-made saucers are built and tested." His success in gaining access and information was varied, and is chronicled in an article posted on the Internet at: http://www.execpc.com/vjentpr/grantour.html. Dr. Boylan is driven to expose what he considers "the aggressive and criminal exploits of a UFO cover-up that have included such underhanded tactics as unauthorized UFO shoot downs, kidnapping, forcible interrogation, mindcontrol experimentation and torture of civilian experiencers and captured extraterrestrials, nation-wide disinformation campaigns, and vicious intimidation assaults upon, or character assassinations of civilians who get too close to the truth." He also believes the cover-up organizations squelch the mainstream media from reporting UFOs as fact on the respected news channels. He believes that along with an official U.S. government cover-up, there is a "more dangerous global unauthorized pseudo-governmental organization cover up that went private in the 1960's and which operates autonomously and unconstitutionally." Dr. Boylan calls himself "a loyal and disquieted American." But in the face of national security concerns, and the question of who should have access to ET technology, if it does exist, Dr. Boylan could also be considered a fanatic by those who hold the reins of military and political power. In August 1995, Dr. Boylan's license to practice psychology was revoked by the State of California. Dr. Boylan says it was "because of some trumped-up charges pursued by the hostile and corrupt leadership of the Board of Psychology." He claims the board was influenced by forces in the federal government who want him silenced because of his public stance on UFO reality, ET contact and exposure of military use of ET technology in manufacturing antigravity craft, and a secret war on ETs using Star Wars technology. Dr. Boylan explains: "The Board used as an 'expert witness' Col. Jefrey Younggren a psychologist who had never treated extraterrestrial encounters, but is a current Army Colonel in a unit with its headquarters at the Pentagon. This Colonel testified to the Board that my belief in ET encounters was an indication of mental impairment. Finally, the Board, without the required prior notification to allow me to appeal, ordered my license taken immediately. On August 7, l 1995 three armed men, flashing credentials from the California Medical Board, came to my door and demanded my psychologist incense, and presented me with an order from the Board of Psychology immediately revoking my license " Now, in addition to his battles to expose the UFO cover-up, Dr. Boylan is fighting an additional battle to regain his psychology license through a series of appeals. Well credentialed, Dr. Boylan holds a Ph.D. in anthropological psychology from University of California, Davis, and is a member in good standing of numerous psychological associations. According to Boylan, part of the misinformation campaign being waged by the cover-up groups includes two basic lies, "one, that UFOs don't exist, and two, if you don't believe the first lie, then ETs are mean, vicious, rapacious evil organisms which should be feared." Dr. Boylan doesn't fall for either ploy. In fact, he says the evidence that UFOs and extraterrestrials do exist is overwhelming, and that little evidence exists of an evil intent. Dr. Boylan cites as proof the reports from government representatives, civilian witnesses, air traffic controllers and astronauts. The physical evidence includes videotapes, audio tapes, photographs, Geiger counter measurements from UFO landing sites and radar tracking reports. Moreover, as an adherent to Taoist and Native American philosophies, Dr. Boylan is doubtful of any evil intent on the ETs' behalf. Dr. Boylan believes in a sacredness to the process by which life evolves and organizes itself, which extends to extraterrestrial life forms. The ETs are here, he believes, as visitors on a type of outreach from other civilizations. Humanity is on the receiving end of some kind of cosmic Peace Corps, Dr. Boylan believes. This visitation is part of an ongoing dialogue that has taken place for centuries. In response to a vision, Lakota (Sioux) Indian leader Standing Elk convened a Star Knowledge Conference and Sun Dance in June 1996 in South Dakota to which Dr. Boylan was invited. Standing Elk's vision was that it was time to share with non-Indian people the Indians' secret oral traditions and spiritual knowledge about the Star Nations (extraterrestrials). Answering Standing Elk's call, indigenous tribal leaders from around the globe met for ten days on the windswept high plains of the Yankton Sioux Reservation. The leaders came because of signs they had seen which had been predicted by ancient prophecies; signs which indicated to them it was time to speak openly. One by one the leaders revealed their surprisingly similar traditions, which included their common origins from the stars, the influences of Star People visitations on their cultures, spiritual beliefs and ceremonies and predictions of the imminent return of the Star Nations. At the June 1996 conference, Standing Elk declared the sacred knowledge was "to be shared with our brothers of the four directions." As Dr. Boylan and the gathered dancers and participants prayed at a final ceremony of the conference, above them a perfectly circular rainbow formed below a cirrus cloud and remained immobile for over an hour, as if to bless the proceedings. The visitations taking place now, Dr. Boylan believes, are part of a "sensitive, thoughtful outreach" from them to us, similar to the way humanity is now being drawn out into space as intelligent beings attempting to reach out and contact other intelligent life forms. According to Dr. Boylan, half the U.S. population already believes that UFOs and ETs are real. He believes a public acclimation process is currently underway, that the official cover-up is slowly unraveling, and that the subtle control mechanisms over the media are slowly being lifted. From his sources, Dr. Boylan believes a publicized landing of ETs could take place as, early as this spring, with uncensored reports in the mainstream media and worldwide implications for religious, social and political restructuring. Where and when such an encounter could take place, Dr. Boylan is unsure. If the benevolent alien emissaries do indeed arrive, they will fulfill Native American and other prophecies. According to Dr. Boylan's extraterrestrial theology, there is an overall supreme source to the universe. "God is not a bearded old guy, but a supreme consciousness source. This Source gives everything its place in the cosmos. On basis of that understanding of our shared common source, the ETs find kinship with us as fellow conscious beings, and are now ready to begin dialogue in a sensitive and gradual way. Over thousands of communications that have already been received, we are exploring the beginnings of our shared experience. " Eric T.
